Meta Lets AI Agents Handle WhatsApp Business Setup, Templates and Webhooks

Meta has introduced WhatsApp Business Tools MCP, a Model Context Protocol server that lets AI coding agents such as Claude, Cursor, Codex and ChatGPT handle setup and management tasks on the WhatsApp Business Platform. The tool can create business accounts, verify phone numbers, register numbers for Cloud API access, check Terms of Service and Business Verification status, create and edit message templates, and configure webhooks. Authentication runs through Facebook Login for Business, with admin verification required before tool execution. The server complements Meta Social Technologies MCP, which handles API discovery and troubleshooting. Meta is rolling out access gradually and has positioned the tool for development and testing workflows rather than production messaging at scale.

Meta is pushing deeper into agentic AI for enterprise messaging, introducing a new tool that lets developers hand off much of the grunt work of configuring WhatsApp Business accounts to AI coding assistants. The company unveiled WhatsApp Business Tools MCP on Tuesday, a Model Context Protocol server that connects directly to the WhatsApp Business Platform and turns what was once a multi-tool chore into a conversational workflow.

Previously, setting up WhatsApp Business messaging meant bouncing between Meta’s Developer Console, Business Manager, API reference documentation and a code editor. With the new MCP server, a developer can simply describe the setup they need to an AI agent such as Claude, Cursor, Codex or ChatGPT, and the agent carries out the corresponding configuration steps

The tool covers a substantial slice of the onboarding process. It can create a WhatsApp Business Account, add and verify a phone number through one-time passwords, and register the number for Cloud API access. It also checks whether a business has completed prerequisites such as accepting Meta’s Terms of Service, adding a payment method and finishing Business Verification, with links provided for any requirements that remain outstanding.

Messaging operations during development are included as well. AI agents can create new message templates based on a natural-language description, edit existing templates and surface links to their approval status. Developers can send test messages from a registered number and configure callback URLs and field subscriptions for webhooks — the mechanism that automatically pushes event data to connected systems.

Meta has built authentication and access controls into the system. Users sign in through Facebook Login for Business and grant specific permissions. Before any tool is executed, the server verifies that the user is an administrator of the app, identifies the associated business and checks the Terms of Service status. Reads operate under the user’s own viewer context, while each invocation is logged. Actions that change an account’s state require authentication by a person rather than an app-level credential.

The rollout is gradual, so access may not yet be available to all users. The tool is currently discoverable through AI coding environments including Claude, Codex and ChatGPT, with Cursor also identified among the compatible agents

The WhatsApp-specific server sits alongside Meta Social Technologies MCP, a broader tool aimed at developer workflows such as discovering Graph API endpoints, searching Meta’s documentation and troubleshooting errors. Meta positions the two as complementary: the social technologies server handles general discovery and debugging, while the WhatsApp tool focuses specifically on accounts, phone numbers, templates, webhooks and test messages.

The launch marks an expansion of Meta’s MCP strategy. The company already offered MCP servers for managing ads and monitoring app configurations; this new server extends that approach to business onboarding. Meta is not alone in embracing the protocol, which allows AI agents to securely interact with external services. PayPal, Stripe, GitHub, Notion, Slack, Salesforce, Atlassian, X, Google and Microsoft are among the other tech companies that have released MCP servers.

For now, Meta has positioned WhatsApp Business Tools MCP for development and testing rather than production messaging at scale. The focus is not on generating code alone but on letting an AI agent execute configuration and testing tasks within the business messaging platform. That distinction matters: businesses adopting the tool should view it as a way to streamline setup and iteration, not as a replacement for human oversight of customer-facing messaging operations.

The move reflects a broader industry shift toward agentic workflows, where AI systems don’t just answer questions or write code but actually perform tasks across multiple services. By lowering the friction of WhatsApp Business onboarding, Meta is betting that easier setup will translate into more businesses using its messaging platform to reach customers — and, eventually, more revenue from the business messaging ecosystem.
