Meta gets AI agent for WhatsApp Business MCP for setups, templates and webhooks

The tool is designed to bring tasks that traditionally require developers to move between Meta’s Developer Console, Business Manager, API documentation and a code editor into a single conversational workflow.

Meta has introduced WhatsApp Business Tools MCP, a new Model Context Protocol (MCP) server that allows AI coding agents to connect directly with the WhatsApp Business Platform and handle several stages of business messaging setup and management

The tool is designed to bring tasks that traditionally require developers to move between Meta’s Developer Console, Business Manager, API documentation and a code editor into a single conversational workflow. Developers can describe the setup they need to an AI agent, which can then carry out the corresponding configuration steps

The WhatsApp Business Tools MCP can create a WhatsApp Business Account, add and verify a phone number through OTP, and register the number for the Cloud API. It can also check whether the business has completed prerequisites such as accepting Meta’s Terms of Service, adding a payment method and completing Business Verification, with links provided for requirements that remain outstanding

The tool also extends to messaging operations during development. AI agents can create new message templates based on a description, edit existing templates and provide links to their approval status. Developers can send test messages from a registered number and configure callback URLs and field subscriptions for webhooks

Meta has built authentication and access controls into the system. Users sign in through Facebook Login for Business and grant specific permissions. Before a tool is executed, the server verifies that the user is an administrator of the app, identifies the associated business and checks the Terms of Service status. Meta said reads operate under the user’s own viewer context, while each invocation is logged. Actions that change the state of an account require authentication by a person rather than an app-level credential.

The MCP is currently discoverable through AI coding environments including Claude, Codex and ChatGPT, while the announcement also identifies Cursor among the compatible agents. Meta said the rollout is gradual, meaning access may not yet be available to all users

The new WhatsApp-specific tool sits alongside Meta Social Technologies MCP, which is intended for broader developer workflows such as discovering Graph API endpoints, searching Meta’s documentation and troubleshooting errors. Meta positions the two tools as complementary, with WhatsApp Business Tools MCP focused specifically on WhatsApp accounts, phone numbers, templates, webhooks and test messages.

The announcement comes as Meta continues to expand the use of MCP, a protocol that enables AI agents to interact with external tools and services. In the WhatsApp case, the focus is not on generating code alone but on allowing an AI agent to execute configuration and testing tasks within the business messaging platform

For now, Meta has positioned the WhatsApp Business Tools MCP for development and testing workflows rather than production messaging at scale. The company has also said that the release is being rolled out gradually
